Job Summary
The organisation is actively recruiting for an Administrative
Officer to become a key member of the team in Plateau State, Nigeria.
The primary function of this role is to deliver robust administrative support
to the state office. This officer is expected to take the lead in the day-to-day
administration of the office operations, supported by project staff.
The Administrative Officer will be instrumental in ensuring
the efficient use, functioning, and management of the state office
through comprehensive general administrative and logistics support. Key
responsibilities include maintaining an up-to-date data bank of consultants,
vendors, and stakeholders. Furthermore, the officer will establish and
ensure an effective maintenance system for all office equipment, which
encompasses the generator, photocopiers, computers and their networks,
printers, and other essential office assets.
This role will provide support to the state office and
reports directly to the State Project Manager, with a dotted-line
reporting relationship to the Country Operations Manager. The
Administrative Officer will collaborate closely with the state team and country
office staff on the planning, budgeting, scheduling, and coordination of
project activities. The incumbent is also responsible for liaising with
relevant country office staff to ensure resources for scheduled activities are
available in a timely manner and meet required standards. This includes the
quantification of printed materials and the provision of necessary logistics.
Responsibilities
Office Administration - 70%
- Coordination
     and Management: Coordinates the daily administrative operations of the
     office, leveraging support from staff members. Oversees the management and
     routine maintenance of all office assets, utilities, equipment,
     consumables, and supplies.
- Asset
     and Inventory Control: Holds responsibility for accurately recording
     and continually updating all office assets within the official asset
     register.
- Reporting:
     Provides comprehensive monthly reports to the Country Office Manager
     detailing state activities related to administration, procurement, and
     logistics.
- Information
     Management: Leads the establishment of an efficient physical and
     digital filing system for the office, ensuring ease of document storage
     and retrieval. Develops and maintains effective maintenance procedures for
     all Information Technology (IT) equipment and computer systems within the
     office.
- Logistics
     Oversight: Is responsible for overseeing all logistic arrangements,
     including maintaining an updated record of events and managing the travel
     itineraries of staff and short-term consultants (where applicable) to
     ensure proper service delivery and project satisfaction.
- Procurement
     and Vendor Management: Directs the procurement of assets for the state
     offices in strict accordance with the Malaria Consortium procurement
     policies. Manages vendor relationships and oversees contracting with other
     service providers (including security and IT). Ensures all vendor and
     service provider records, including those for consultants, are up-to-date,
     validly documented, and properly registered on the organisation’s database
     (NAV).
- Negotiation
     and Field Support: Takes responsibility for negotiations with hotels
     and travel/transport service providers, and oversees the general logistics
     for all field and state-level activities. Liaises with the Country Office
     to resolve any administrative, logistics, or office maintenance issues.
- Supervision:
     Directly line-manages the office driver, providing supervision, coaching,
     and mentoring to support the development, implementation, and review of
     vehicle movement plans. Verifies and signs off on the driver’s vehicle log
     sheet and time sheet on a monthly basis.
Programme Activities – 30%
- Meeting
     Coordination: Coordinates internal and external stakeholder, technical
     meetings, workshops, and seminars, including the arrangement of all
     necessary travel and accommodation.
- Programme
     Logistics: Holds responsibility for coordinating the administration
     and logistics support for the programme office concerning all
     field-related activities within the state.
- Financial
     Stewardship: Ensures value for money in all procurements for
     programme activities carried out in the state, working closely with the
     Finance Officer and adhering to the programme budget.
- Data
     Compilation: Leads the compilation of participant lists (e.g.,
     Community Health Workers (CHWs), health facility staff, team supervisors,
     ward supervisors, state, and Local Government Area (LGA) supervisors)
     during Mass Drug Administration (MDA) and other project events.
- Consultant
     Contracting: Manages the contracting of short-term consultants within
     the state office, maintaining close communication with the Human Resources
     (HR) Manager at the country office and strictly following the procurement
     policy.
🎓 Qualifications and
Experience
Essential
- A Bachelor's
     Degree in Administration, Social Sciences, Project Management, or a
     related field.
- A
     minimum of three (3) years of professional experience in a related
     administrative and logistics role.
- Demonstrated
     prior experience within the International Non-Governmental Organisation
     (INGO) sector.
Desirable
- The
     applicant is a current resident of, and possesses working experience
     within, the State of Assignment (Plateau).
- In-depth
     experience in similar administrative and logistics positions or
     assignments.
- Proven
     capacity to work independently in an organised manner while maintaining
     effectiveness as part of an integrated team.
